
Synopsis
Shusei Kagari was labeled a latent criminal at just five years old, during a routine Psycho-Pass screening of children, and given essentially no hope of rehabilitation. Rather than spend his life in an isolation facility, he chose to become an Enforcer in Division 01 of the Public Safety Bureau, calling himself, without much self-pity, a public hunting dog with no other option.
On the job, Kagari is the division's jokester — easygoing, quick to tease, and genuinely fond of Akane Tsunemori, whose first name he uses from the day they meet. Yayoi Kunizuka treats him like a little brother, and after an early brawl leaves them both bruised, he and Shinya Kogami become close friends. Beneath the carefree exterior, though, Kagari carries real resentment toward the Sibyl System that condemned him as a child and toward people who take their freedom for granted.
He is also one of the more ruthless members of the team, having never actually felt an urge to commit a crime despite his designation — a fact that fuels his anger when Shogo Makishima murders his colleague Mitsuru Sasayama. Kagari's death is later confirmed by Sibyl, leaving Tsunemori both grieving and furious.
