
Synopsis
Shinya Kogami began his career as an Inspector in Division 01 of the Public Safety Bureau's Criminal Investigation Department, working alongside his childhood best friend Nobuchika Ginoza. A brilliant detective with sharp instincts, he grew close to his Enforcer Mitsuru Sasayama — until Sasayama was murdered and mutilated during what the division came to call the Specimen Case. The horror of that discovery pushed Kogami's own crime coefficient past the safety threshold, and he was demoted to Enforcer himself.
As an Enforcer, Kogami worked under rookie Inspector Akane Tsunemori, whose idealism reshaped his view of justice even as he pursued Sasayama's killer, Shogo Makishima, by increasingly illegal means. When the Sibyl System refused to sanction his revenge, Kogami broke from the Bureau entirely, hunted Makishima down on his own terms, and fled Japan to fight as a mercenary abroad.
Years later he resurfaces as a Special Investigator for the Ministry of Foreign Affairs, still wary of Sibyl but willing to work alongside old colleagues once more. Cool-headed under pressure and quick with dry humor, Kogami remains defined by the same instinct that first drove him from the force: justice matters more than obedience to the system that claims to dispense it.
