Synopsis
Nobuchika Ginoza serves as an Inspector, then an Enforcer, and eventually a Special Investigator for the Ministry of Foreign Affairs — a career shaped almost entirely by his father, Tomomi Masaoka, whose own demotion to Enforcer when Ginoza was a boy left him bitter toward latent criminals. He grows into a rigid, data-driven Inspector who keeps Enforcers at arm's length, calling them "hounds" to his own "shepherd," and who joined the Bureau partly in the unspoken hope of reconnecting with his estranged father.
His best friend since high school, Shinya Kogami, complicates that philosophy further once Kogami is himself demoted to Enforcer, and Ginoza struggles between professional detachment and old loyalty. Everything changes when Masaoka sacrifices his own life to save his son from a bomb: the grief sends Ginoza's own crime coefficient soaring, and he becomes a latent criminal, forced to serve as an Enforcer under the Inspector he once supervised, Akane Tsunemori.
The demotion humanizes him. Ginoza grows visibly more compassionate, begins to physically resemble his father, and eventually transfers to the Ministry of Foreign Affairs, where he continues working alongside Tsunemori and Kogami as a trusted, if quieter, ally.
