
Synopsis
Tomomi Masaoka is the veteran Enforcer of Division 01, a former detective whose disagreement with the Sibyl System's absolute judgment, worsened by years of horrific cases, eventually clouded his own Psycho-Pass and cost him his rank. Despite the demotion, his decades of experience make him one of the most respected members of the team, and he takes on an unofficial role as its steadying father figure.
That role is painfully literal for Nobuchika Ginoza, his biological son, whom he had with Sae Ginoza before his own fall from grace. Their relationship is strained for years — Ginoza keeps a professional distance to avoid any hint of favoritism — but the two never stop caring for each other, and Masaoka quietly gives advice whenever his son needs it. He also becomes an early mentor to rookie Inspector Akane Tsunemori and shares a warm, easy rapport with Shinya Kogami, even entrusting him with a hidden safehouse when Kogami goes on the run.
Masaoka's story ends in sacrifice: he dies shielding Ginoza from a bomb, a final act that reshapes his son's entire outlook and leaves the rest of Division 01 mourning one of its own.
