4℃, whose real name is Katsuo Suzuki, leads a street gang called the Viral Attackers and serves as Rumiho Akiha's rival in the RaiNet AccessBattlers tournament. He genuinely believes he has been granted psychic powers by the goddess Gaia, and he loves nothing more than a long, theatrical monologue about his own dark greatness.

Quick to anger and openly contemptuous of everyone around him, he has no qualms about cheating: his gang disrupts rival matches outright, and most of his tournament wins come from intimidation rather than skill. He despises Faris and maid cafés in general, and treats the bald spot he hides under his hat as a source of deep personal shame.

In one version of events, his gang takes Luka Urushibara hostage, forcing Okabe to time-leap again to save his friend. Beneath the swagger of a self-declared new generation, though, is a homeless young man scraping by on odd jobs, someone Okabe ultimately sees less as a villain than as a casualty of circumstance.
