
Synopsis
Nobuo Okura is an ordinary citizen until a routine Psycho-Pass scan flags him as a latent criminal — a designation that, rather than simply labeling a tendency, seems to actively push him toward violence. Once freed from the social pressure to appear law-abiding, Okura abducts and tortures an innocent bystander, Chika Shimazu, whose own Psycho-Pass deteriorates dangerously under the ordeal.
His behavior points to someone weak-willed and self-centered even before the scan, a man who substituted virtual companionship for real relationships and carried simmering resentment toward women he felt had rejected him. Cornered by the Criminal Investigation Department, Okura proves desperate and unpredictable, seemingly unaffected by a non-lethal shot from a Dominator in a way that suggests drug use fueling his breakdown. He is ultimately killed by Shinya Kogami, becoming, in effect, the case that opens the series.
