Tetsuro Okonogi

Tetsurō Okonogi is a supporting antagonist in Higurashi no Naku Koro ni Kai, commander of the Yamainu covert operations unit under the codename "Phoenix 1." A veteran of the Japanese Self Defense Forces, he has led the squad for ten years, valued less for raw combat skill than for a calculating, cautious mind suited to complex cover-up operations.

He is cunning, quick to read a crisis, and just as quick to be bought: years of quietly burying incidents connected to the Irie Institution testify to his competence, while Takano Miyo's bribery shows how easily money moves him. He openly scorns formalized martial arts as "too structured," a jab that barely conceals his jealousy of opponents who outclass him, above all Akasaka Mamoru.

Okonogi first clashed with Akasaka Mamoru and Ooishi Kuraudo years earlier, during the kidnapping of the Prime Minister's grandson. In Kai, Takano Miyo hires him to help hide the truth behind Hinamizawa Syndrome, and he personally directs the operation to capture Rika Furude, Tomitake Jirou, and Director Irie during Hinamizawa's final crisis. When the plan collapses, he coolly abandons Takano rather than chase her down, hands her to a rival unit, and later reveals that disposing of her had been his real assignment all along — one given by Nomura, his true superior in Tokyo.
