
Synopsis
Nomura is a character from Higurashi no Naku Koro ni Kai and a member of the secretive "Tōkyō" organization. Her real name is never revealed — over the course of the story she is heard using at least four different aliases, including "Maizawa" when speaking with the Chief Cabinet Secretary. She first appears in Matsuribayashi-hen, in Shōwa 56 (1981), shortly after Koizumi's death, when she approaches Miyo Takano to discuss the future of her Hinamizawa Syndrome research.
A skilled manipulator, Nomura plays on Takano's grief and feigns understanding to win her trust and position herself as the institute's new patron. She promises Takano a fresh research facility once the Great Hinamizawa Disaster occurs, free of the old restrictions. Takano is suspicious of her real motives and half-expects to be discarded once she is no longer useful, but chooses to use the opportunity anyway.
Nomura's actual aim is to topple the old Koizumi faction within "Tōkyō" by engineering the Great Hinamizawa Disaster and casting doubt on the "Alphabet Project." She pays the Yamainu's leader, Tetsuro Okonogi, a far larger sum than Takano does and keeps him in direct contact under the codename "Cuckoo." It is Okonogi who knows about the backup plan: forcing Takano to take her own life, or covering up her murder, so she can be left as a convenient scapegoat.
In a flashback shown in the third season's finale, Nomura orders Takano's execution, calling her beforehand to remind her to induce Hinamizawa Syndrome in Jirou Tomitake. Her name literally combines the kanji for "field" and "village," hinting at her role as the true architect behind Hinamizawa's destruction; her design — silver-white hair and purple eyes — echoes Suigintou from Rozen Maiden, and both characters share the same voice actress, Rie Tanaka.
