Synopsis

The character known as High Official is an unnamed senior functionary of the Kingdom of Elkia, responsible for presiding over royal coronations and other formal state occasions. His single most consequential moment in the story comes from a misunderstanding: convinced the Ten Covenants required exactly one representative per race, he inadvertently forces Sora and Shiro into a duel for Elkia's throne between themselves.

The two were meant to rule jointly, but the official's error sends them into a marathon of Old Maid — best two wins in a row — to settle who technically holds the crown, a contest that drags on so long it ultimately ends in a tie rather than a resolution. He plays the moment entirely straight, with no indication he ever realizes his mistake caused it.

Beyond that scene he functions as a recurring fixture of Elkia's court, present at most of the kingdom's important ceremonies without much individual characterization beyond his role. Fans have noted a strong resemblance between his design and a judge character from a well-known courtroom video game series, a similarity the anime leans into directly by reusing that character's visual catchphrase gesture in one episode.
