Takizawa Toshifumi was born September 18, 1953 in Matsumoto, Nagano Prefecture, Japan. He graduated from Tokyo Zokei University.

After graduating he joined Tokyo Animation Film, where he worked as part of the photography team. Later he joined Shin-Ei Douga where he was production assistant. After moving to Nippon Sunrise he became director, giving his debut 1985 on the Dirty Pair TV series. He continued to work as director afterwards but is today a freelancer.

He was line director on the Ideon Be Invoked film, involved in the Votoms series and has directed Gonzo's TV adaption of Kurosawa's epic Samurai 7 film in 2004.
