Synopsis
Ootaka is a prefectural police officer and minor supporting character introduced during the "Matsuribayashi-hen" arc of Higurashi no Naku Koro ni Kai. Secretly working as an informant planted inside the police force by Miyo Takano, he shows up at the Okinomiya police station to personally verify that Rika Furude is actually dead.
There he runs into Kuraudo Ooishi, who implies Ootaka once served under him and pointedly tacks the diminutive "-kun" onto his name just to needle him. Ooishi bluntly accuses him of gambling with the lives of everyone in Hinamizawa. Baited into a rage, Ootaka swings a punch — and is promptly thrown to the ground with a judo technique.
Cornered, Ootaka tries to bluff his way out by boasting of a close friendship with a politician Ooishi is known to fear, naming Saburou Sonozaki. The claim collapses almost immediately: Akane Sonozaki and Saburou himself walk in moments later (Akane is there to pay off yet another speeding ticket), and neither recognizes Ootaka at all, leaving him to cringe in humiliation.
By the close of "Miotsukushi-hen," it is Ootaka who orders the Banken to kill Takano outright, desperate to keep the secret facility known as "Tokyo" from coming to light. Hanyuu intervenes and shields her, sacrificing herself in the process. In the aftermath, Mamoru Akasaka vows to investigate both Ootaka and the organization backing him.
