Castra

Known also as the Queen of the Dead, Castra decides which arbiter each deceased soul is sent to, working out of the Information Bureau alongside Quin. Her mint-green hair, X-shaped irises and the animal skull she wears set her apart from every arbiter under her authority.

Little is said about her personality beyond a taste for candy and a blunt sense of humor — she admits outright that she prefers her men simple-minded while discussing Ginti and Decim with Nona. That same bluntness carries into her work: when Nona is unsatisfied with how a test of Decim went, it's Castra she turns to for two particularly difficult guests to send his way.

She keeps her throne on a bed of bones, licks candy between conversations, and says little that isn't strictly necessary, leaving most of what she thinks about the arbiters below her to be read between the lines.
