Shura

Shura is the son of Prime Minister Honest and the leader of Wild Hunt, a group of killers he assembles under his father's authority to hunt down enemies of the state — and, in practice, to indulge his own cruelty. He wields the Teigu Shambhala, which lets him instantly teleport himself and others across great distances.

Cruel, arrogant, and utterly without restraint, Shura treats the people around him as playthings, reveling in violence and humiliation with no regard for the suffering he causes. Confident he can surpass even his infamous father, he uses his position and Teigu to terrorize the Capital and hunt Night Raid, a campaign of terror that ultimately catches up with him as the war against the Empire escalates.
