Synopsis
Bio:Also known as Mugi-Chan. He seems like an alright guy on the surface and even talks in a sing-song voice sometimes.
His outer demeanor is deceiving because the barber shop he owns below the DSA's home, and works at is a front for his more illegal activities.
He is the leader of a organization that specializes in the Black Market known as Black Scissors, and has been known to give many of his employees - as well as some of his comissions 'The Cut'.
