Novem

Novem works as an arbiter on a floor whose exact number remains unrecorded, though his name — Latin for "nine" — offers a possible hint. Wiry and narrow-eyed, he appears mostly in brief, understated moments rather than a story built around his own case.

His clearest scene comes alongside fellow arbiter Tria, when Ginti asks the two of them, almost in passing, whether either has ever gotten a judgment wrong. Both answer without hesitation that they haven't — a small exchange that says more about the confidence, or the pressure, built into the arbiter system than it does about Novem himself.

Beyond that, little else is documented about him: no dramatic conflict, no guest whose fate turns on his decisions, just a professional presence quietly doing the same work as every other arbiter in the tower, floor after floor, judgment after judgment.
