Synopsis
Toko Kusumi is chief of Special Operations Division 1, the largest and most influential division of the Bureau of Espionage. Raised in a strict household and educated at an all-girls boarding school before studying law and criminal psychology abroad, she joined the Public Security Intelligence Agency after graduating and first learned of the Bureau and mononoke while investigating a cult that worshipped one as a deity. The case left her permanently scarred, and afterward she transferred into the Bureau itself, training as an onmitsu under Toshimasa Azuma alongside Ryosuke Shiba. Her results were fast and exceptional enough that she was appointed Division 1's director while still young. Colleagues call her the "Ice Queen" for her cold, precise, unfailingly logical manner — few of them know her guilty pleasure is sappy shoujo romance manga, or that she has quiet, unacted-on feelings for her polar opposite, Shiba.
