Chii

Chii is a Persocom discovered by Hideki Motosuwa in a garbage dump. Initially, she could only say "Chii", which earned her that name. As she learns various things, she eventually gains the ability to communicate with others. She is a central character in «Chobits» and also appears in several other anime, including «Tsubasa Chronicle 2nd Season».
