Synopsis
Commander Amarao from "FLCL" works for the Interstellar Immigration department, acting as a mediator between the government and Medical Mechanica. He sports fake eyebrows made of nori, believing they enhance his masculinity and protect him from N.O. Amarao's complex relationship with Haruko influences his life, and while he initially appears almost omniscient, it soon becomes clear that his foresight is quite limited.
